feat(category): add generic category

Proposed changes

Our setup contains various scenarios where a category is used to determine which action is currently active. However, each scenario currently defines its own category, resulting in a considerable amount of duplicated code. To reduce this duplication, this branch introduces a Category abstraction that can be used to define categories consistently. It also provides a set of default implementations for common setup scenarios.
