[19.0][FIX] fastapi: LGPL-3 header on the two files that carried AGPL-3.0 - #657

The module declares LGPL-3 in its manifest and every other file carries the LGPL-3 header. models/ir_rule.py and models/res_lang.py carried the AGPL-3.0 header since they were added, which reads as a copied template rather than a licence choice; this aligns them with the manifest.

fastapideclaresLGPL-3in its manifest, and every file in the module carries theLicense LGPL-3.0 or laterheader, except two:models/ir_rule.pyandmodels/res_lang.pycarryLicense AGPL-3.0 or later, since the commits that added them. The rest of the module, and the manifest, have been LGPL-3 since the first commit, so the two headers look like a copied header template rather than a licence decision. This changes the two header lines to the one the other files use. No code changes.
If the AGPL header on these two files was intended, please say so here and close this; downstream packagers then know to treat the module as mixed-licence.
