Is the Thread Shield add-on available on both Community and Enterprise subscriptions?

CrowdSec 1.3.0 adds a Threat Shield page. Systems with a subscription send the IP addresses they block to Nethesis and apply the Nethesis global allowlist. With the Threat Shield add-on, the administrator can also enable Nethesis blocklists and check whether an address is blocked. This documents how shared blocking works, what each subscription level gets, and the Threat Shield page, in English and Italian. Issue: NethServer/dev#8184
