fix(release): align module reference updates and include Terraform assets

Description

• Fix release flow so Terraform source updates are included in release commits.
• Add a manual alignment utility to normalize local module reference versions when they drift.
• Add tests to guard release configuration and version-alignment behavior.
• Fix GuardDuty module reference by updating findings_label to v2.4.0.
