Summary

• VERSION 0.1.28; changelog heading under ## [0.1.28] - 2026-09-28.
• Carries the product-facts re-verification merged in fix(catalog): re-verify seven expired product facts #141.

Tag 0.1.27 exists with no published release: its preflight correctly
stopped on the expired facts this release fixes. The new tag is required —
release tags are immutable and the failed run cannot be retried against
new content.

Validation

• validate_all --tier core: OK
• validate_all --tier release: all pass except release-ledger-tags,
  which requires the tag ref that exists only after this merge — the same
  position release/0.1.27 held before its tag.

Test plan

• Tag 0.1.28 after merge; release workflow reaches publish.
• gh release view 0.1.28 shows five checksummed assets.
