js-sdk-core and the 14 providers that changed since 0.3.0 move to 0.3.1: marker tiles drawn at the display's pixel ratio, label and labelPosition on ImageIcon, and raster resync() under the controller lock. The providers depend on js-sdk-core ^0.3.1. The other packages stay at 0.3.0.

js-sdk-core と、0.3.0 から変更のあった 14 のプロバイダを 0.3.1 にします。

ImageIconにlabelとlabelPosition（js-sdk-core#16）resync()をコントローラのロックの中で動かす（js-sdk-core#15）0.3.1 にするもの
js-sdk-core、react-for-arcgis、react-for-azuremaps、react-for-cesium、react-for-deckgl、react-for-googlemaps、react-for-leaflet、react-for-longdo、react-for-mapbox、react-for-mapkit、react-for-maplibre、react-for-mappls、react-for-maptiler、react-for-openlayers、react-for-tomtomプロバイダは
tilePixelRatio()を使うので、@mapconductor/js-sdk-coreを^0.3.1にしています。そのほかのパッケージは 0.3.0 のまま（^0.3.0は 0.3.1 も満たします）。publish のワークフローは npm にある版を飛ばすので、出るのはこの 15 件だけです。確認
npm run build:packages・npm testが通るpreflight-publishは js-sdk-react のnpm packだけが手元で落ちる。手元のjs-sdk-react/android/build（4.2GB、git では無視）を npm が抱えようとするためで、CI には無い。js-sdk-react は 0.3.0 のままなので publish もされない
