Move the in-repo packages to tsup 9 - #33

react-for-template, react-vectortile and reactnative-for-template were left on tsup 8 by the submodule update (#32), which kept tsup 8 hoisted at the root. They now match: tsup ^9.0.0, and react / @types/react (dev) as the submodules have them. react-vectortile's API baseline changes only in form (tsup 9 output); the API is the same. package-lock.json regenerated; tsup 8 drops out of it.

#32 updated the submodules only, so the three packages that live in this repository stayed on tsup 8, and tsup 8 stayed hoisted at the root.
