Package installs on Ubuntu 26.04 (ICU list runs to libicu80) - #17

The .deb named ICU only up to libicu76. Ubuntu 26.04 ships libicu78, so apt had no installable choice and refused the package, as it did for DAPPS (packet-net/dapps#232). The alternatives now run libicu80 down; apt skips names that do not exist yet. Tested by building the amd64 package and installing it on clean Debian 12 and 13 and Ubuntu 22.04, 24.04 and 26.04 images, where it picks libicu72, 76, 70, 74 and 78 and runs. debian:bookworm,debian:trixie,ubuntu:22.04,ubuntu:24.04andubuntu:26.04. apt picked libicu72, 76, 70, 74 and 78, and the program ran and loaded ICU on 26.04.🤖 Generated with Claude Code
