• Upgraded ph-xmldsig from 5.0.2 to 6.1.0.
• Overrode the Bouncy Castle dependency set to 1.86:
  • bcprov-jdk18on
  • bcpkix-jdk18on
  • bcutil-jdk18on
• Upgraded the minimum Java version from 11 to 17, as required by
  ph-xmldsig 6.1.0.
• Updated all declared runtime and test dependencies to their latest stable
  compatible versions.
• Updated the CI and release workflows to Java 17.
• Added Dependabot configuration for Maven and GitHub Actions.
• Adapted XMLDSigValidatorCustom to the updated ph-commons API.
• Added XMLDSig tests covering:
  • valid inline signatures
  • valid detached signatures
  • missing signatures
  • multiple signatures
  • modified signed content
  • incorrect verification keys
  • null input
• Added a JaCoCo verification gate requiring 100% line and branch coverage for
  XMLDSigValidatorCustom.
