macOS resource forks and Finder bookkeeping files caused unwanted import errors, while LICENSE files were ignored only inside ZIP archives.

Apply one filename policy at the import queue for local files, dropped folders, URLs, and ZIP members. It skips ._*, .DS_Store, __MACOSX paths, and files whose basename is LICENSE (case-insensitive). Folder drops retain their full paths, and ZIP members pass through the policy before decompression.

Files explicitly named by a session manifest remain eligible to load. Referencing an archive does not exempt every member discovered inside it.
