Two ideas behind every plugin

Skills hold the order, not the rules. A skill says what to read, who does what and what not to decide alone. The rules live in a guide or a profile the skill reads through a named path (SWIFT_STYLE_GUIDE, CAREER_PROFILE…). When a rule changes, the skill doesn't — and the same plugin serves another person or another company by pointing the name elsewhere.

Agents are closed scripts with minimal tools. The heavy or risky work (running tests, driving a browser, writing a log) goes to a subagent with only the tools it needs and a fixed output shape. The main session reads a short result, not the raw pages.
