Reviewer Notes
Layer 3 of 6, based on eshurakov/beaming-horizon. Two existing commits are combined into one without content changes.
Initial four-layer automated verification: incremental typechecks, targeted lint, formatting, and 130 focused backend/contract tests passed. Full-repository lint is blocked by missing generated apps/extension/.wxt/tsconfig.json; extension/configuration paths are unchanged from main.
