Add a `[workspace]` section to the root Project.toml with `test` as its member, and move the test dependencies from `[extras]` and `[targets]` to a new `test/Project.toml`, together with the `TerminalRegressionTests` compat entry. The test project also lists `CodeTracking`, `InteractiveUtils`, `JuliaInterpreter`, `REPL` and `Debugger` itself, which the tests load directly and previously reached through the package's own `[deps]`. It points at the package via `[sources]`. On Julia 1.10 and 1.11, the `[workspace]` section is ignored and `Pkg.test` uses `test/Project.toml` directly, which it prefers over `[extras]`/`[targets]` whenever the file exists. `[sources]` is ignored on 1.10, but the test sandbox connects the package under test to its checkout regardless.
