Fix bounds, version and changelog for cardano-crypto-class

Description

This PR:

• drops cardano-crypto-class one minor version down, since 2.5.1.0 hasn't been released yet
• Adjusts changelog to account for two backport releases: backport psbFromByteStringM and psbToByteArray to PinnedSizedBytes to 2.3.3.0 #669 and Backport release of cardano-crypto-class-2.3.2.0 #646
• fixes bound in cardano-crypto-wallet, to restrict unsupported versions of cardano-crypto-class
