feat: new favicon and header mark (globe with an open book) - #37

The old mark (white "ipl" letters on a blue circle) read as a single bold letter on a coloured shape, close to other tools' favicons. The new mark keeps the IPL blue globe and colours, adds meridians in the deep brand blue, and puts a white open book in the centre. It stays legible at 16 px. Designed with Codex from three candidates compared at 16, 32 and 180 px. favicon.svg, favicon.ico (16/32/48), favicon.png (96) and apple-touch-icon.png (180) are regenerated, and the header brand mark uses the same drawing. #004B80), and puts a white open book in the centre.Codex designed three candidates and compared them at 16, 32 and 180 px. The maintainer chose this one; it reads best at 16 px.
