Summary

Add VRE-PARFE-CO2e-Passport extension set to TTF — a production-ready carbon token extension that demonstrates proper evidence layer composition with live Hedera testnet verification.

What This Adds

Second-layer composition to VRE-PARFE-HydroRE (PR #16) enabling CO2 token issuance from renewable energy evidence:

Telemetry → REC Evidence → CO2 Derivation → HTS Token

Key innovation: CO2 does NOT re-consume telemetry; it references REC evidence composably.
