Update instrument calls to spin related functions #3470

Algorithm Description:

Once issue #3469 is complete, identify all uses of the spin table and update instrument codes to make sure the right times are getting used. I believe that most instruments will want to use the corrected spin start times but anywhere that histogram data is used and in GLOWS processing, the original/spin-pulse times should be used.
