Document `cli/cron.php run-jobs <user>`, drop the obsolete `client_id` argument and `cron/` path, and correct the administration menu location and last-run label in the install docs.

The cron job execution documentation was outdated after the move to
cli/cron.phpand the removal of theclient_idCLI argument.This updates:
components/ILIAS/Cron/README.md– correct entry point/command and drop the obsoletecron/path notedocs/configuration/install.md– same CLI usage, plus the current administration menu path and last-run label
