Move the `add_action('init', …)` text-domain loading so it runs only
after the plugin's initialization validations pass, rather than
unconditionally on plugin load. Also bump the GatoGraphQL submodule ref.

The i18n_check workflow invoked `composer i18n-check`, but no such script existed here. Delegate it to the bundled GatoGraphQL submodule, which owns the base translations. Also bump the submodule ref (translations re-extract). Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
