What changed and why

Build one minified, temporarily signed Foss release APK for bot release PRs and check startup on Android 8, 10, 12, 15, 16 and 17, with at most two emulator jobs per app. Notes-only release PRs are included; library and ordinary development PRs keep their existing checks. The signed test-build workflow and comment are unchanged.

Use package-list results for the fresh-install check, select the HOME role for Launcher, avoid the unavailable older role-read command, and use the standalone Oreo telecom command. The final PR check also requires change detection to succeed, including on ordinary PRs.

Tests performed

• actionlint 1.7.12 passed.
• Revised packaged-manifest planning passed on existing minified Messages and Launcher APKs.
• After removing Core selection, checked the Foss build task, APK path and mapping path.

Real emulator runs, including known-bad/fixed APK checks, are still pending. These checks cover startup, not playback, recording, message delivery or input-dependent screens.
