Setup fails when keys.openpgp.org is down

A user couldn't get through the initial setup because keys.openpgp.org was unreachable (ERR_CONNECTION_RESET). The extension threw this and stopped:

Error: error: -1 when GET-ing https://keys.openpgp.org/vks/v1/by-email/<email>

It came from KeysOpenpgpOrg.lookupEmail > PubLookup.lookupEmail > SetupRenderModule.renderSetupDialog. Other keyservers like keyserver.ubuntu.com were working fine for them.

A failed lookup shouldn't block a new user from setting up their key. Some ideas:

• Treat the lookup failure as non-fatal and let setup continue
• Show a readable error with a retry button instead of "no standard err msg"
• Fall back to another keyserver if keys.openpgp.org fails
• Let users pick the lookup keyserver in settings

Hi @martgil, I think for now Treat the lookup failure as non-fatal and let setup continue should be the best choice, since keys.openpgp.org is just an additional fallback option and shouldn't cause setup failures.
