Add optional cgit web interface - #1

Ask during interactive setup which web interface to use: the built-in browser or cgit. Selectable via --web-ui <builtin|cgit> and the webInterface config field (default: builtin). - Run cgit as root (virtual-root=/) so its URLs share localgit's URL space, and keep the smart-HTTP git endpoints working alongside it. - Generate a cgitrc listing explicit repo.url/repo.path entries from localgit's own discovery; rewrite it when the repo set changes. - Keep the cgitrc and cache off the served drive (temp dir + cache-size=0). - Serve cgit's static assets from a probed asset dir when available. - Extract the shared CGI bridge into src/cgi.js (used by git http-backend and cgit); no runtime npm dependencies. - Fail clearly at server start when cgit is enabled but not installed.
