Summary

Make repository work tracking an explicit agent requirement before pushes and PRs.

• Reuse existing FAD-xxxx, BUG-xxxxx, or REL-xxxxx ownership.
• Create/allocate tracking before implementation when no suitable item exists.
• Allow either the current branch or a dedicated branch unless another rule requires one.
• Require issue/ID/status/changelog verification before pushing.
• Keep a narrow exception for truly trivial typo/format-only edits.

Tracking

Documentation/policy bootstrap only. This change establishes the mandatory agent tracking rule and does not alter product behavior or roadmap scope.

Validation

• Existing Fadrio contributor rules are preserved.
• Only AGENTS.md is changed.
