Each package's Stryker config now passes `breakThreshold`, derived by `breakThresholdFromBaseline` from the counts a completed mutation run on `main` measured for it, so a change that loses a kill fails the run instead of passing at any score. Refs #43

Each package's

A change that loses a kill now fails the package's shard instead of passing at any score.Counts come from the per-package mutation reports uploaded by that run.
