Update to .NET 10

Upgrades Everest to use the .NET 10 runtime, and also bumps the dependencies to their respective latest version.
Draft since we are waiting for MonoMod/MonoMod#283 to be fixed.
Just like the .NET 8, the following remarks will apply again:

• This change is known to cause issues in regards to code mod building (mods will have to change their TargetFramework entry to net10.0 in order to build with this version of Everest), already built mods aren't affected though.
• Old macos versions may become unsupported, so it is currently unknown if they still work. Detailed info on supported OSes can be found here.

TODO:

• Test TASes
• Fully bump NLua, maintaining the reverted commit we currently have.
• Testing on all platforms, especially MacOS.
• Fix or work around On .NET 10 Rider debugger is causing fatal CLR error with monomod MonoMod/MonoMod#283.

Post merge TODO:

• Update the wiki about the usage of .net 10, and update the migration tutorial.
