Full Bats138/140 initially failed two schema cases because verification HOME hid jsonschema; correcting verification PATH only made focused route12/12 pass. No production fix or bypass for that harness issue. This exact head requires hosted CI before merge. No live activation claimed. RDD disabled/unmanaged.
