docs(release): note SPI submission pending verification - #14

Record that the Swift Package Index listing is submitted (PackageList issue #14194) but not yet processed — the package page 404s until an SPI maintainer merges and closes the issue.
Update the SPI status note: the bot acknowledged issue #14194 and opened auto-approval PR #14195. Package goes live once that merges; page still 404s until then.
