Ticket #1688
Schedules Lance restore-point tagging, version pruning, and orphan-index pruning independently from completed sweeps. Maintenance uses the existing nonblocking writer lock and yields to active index writers.
Validation: focused scheduler/lock tests 30 passed; gate-fast passed; isolated exact-SHA candidate staging E2E 41 passed with 21/21 MCP tools covered and traced.
