Adversarial review (2026-10-27): no HIGH. Fixed in this slice: Start intake enforces the full startable rule server-side (rows 1/5/10/15) and requires a snapshot fetched after the request began (cancelled request ⇒ not-checked, never the old snapshot); every count and pill derives from the server DisplayState, with a server-side needsYou flag; polling never drops focus in the Issues table; Refresh uses aria-disabled; every row shows an action or a plain reason. JS behavioural tests are tracked in #271.

Merged main (1f51ed5) after #273/#274/#276: kept main's issueSync (it already had the now clock, plus the loop view's last-answer cache) and removed the duplicate field; unioned molecule-decision.js imports; moved the decision card's five gate posts (approve scope, preview, publish, stop, retire) unchanged into core-gates.js so molecule-decision.js stays under the 600-line module limit. Verified on the merged tree: build, vet, go test -count=1 ./internal/ui/... ./internal/forgesync/... (305 passed), node --check on every module.
