[Feature]: Make RSS FreeDiskSpacePolicy actually configurable

As a admin,
I want to be able to set the thresholds for the FreeDiskSpacePolicy,
so that different VOs can set different ones

Feature Description

The current thresholds are effectively hardcoded (see Configurations.py file). A CS exposure is needed.

In BelleDIRAC, we have the following

• ResourceStatus/Policies/BelleFreeDiskSpace/BanValue
• ResourceStatus/Policies/BelleFreeDiskSpace/BanFraction
• ResourceStatus/Policies/BelleFreeDiskSpace/DegValue
• ResourceStatus/Policies/BelleFreeDiskSpace/DegFraction

so that we can set the thresholds by fraction (eg. degrade the SE if the free < 10% and ban it if free < 5%) in addition to the absolute values

Thanks @iueda . Are what you are pointing CS entries? And the policy is called "BelleFreeDiskSpace"? If in this PR I implement also the "Fractions", can you fully decommission BelleFreeDiskSpace?

That is what I was trying to understand... and I now think so.
