Reset zero-admission history atomically when a source inserts a new candidate, even if its later pass is censored. Preserve full-observation fields and fail-open telemetry handling.

A later partial or capped source pass can admit new candidates while being excluded from completed-observation history. Previously, an older zero-admission streak remained intact and could incorrectly cool that active feed.
Clear the streak atomically on each positive candidate insertion, preserving completed-refresh counts and timestamps. Keep candidate imports independent of malformed or full telemetry counters, and leave duplicate or tombstone-blocked batches unchanged.
Validation:
make check, Staticcheck, focused store/planner regressions, and updated configuration and Redis-schema docs.
