Source learning now distinguishes actual candidate insertions from staging credit and exposes bounded per-source cost and current routing-filter metrics. Successful complete source passes record admission observations; an opt-in cooldown reduces repeated zero-admission work after three observations while preserving trusted/positive-yield sources and deterministic exploration.

Add the operator-only /report/sources endpoint and a read-only feed-audit CLI for bounded public-feed validation. Counters persist in Redis, source labels use fixed-width IDs, and only the stats leader exports shared per-source series. Legacy/unmeasured or corrupt telemetry cannot suppress valid imports, and capped/truncated feeds do not accrue zero-admission observations.

Validation: make check (formatting, vet, unit and race tests), live CI overlay rendering, and git diff --check. Regression coverage includes atomic admission attribution, lease and probe-contract guards, counter corruption, empty/truncated audits, full-refresh cooldown/exploration, unattributed rows, and admin route separation.
