Improve Code Health of the remaining cli hotspot source files #326

Batch 2 of the CodeScene (project 85913) Code Health work. These source files are technical-debt hotspots or remain below 9.0 after the first batch:

• Source/Cli/Commands/Ai/AiCorpusSynchronizer.cs

Scope: behaviour-preserving refactoring of these files only, following CodeScene's findings, with no Code Health decline in any changed file and new extracted files at 9.0 or above. Tests, specs, samples and docs are out of scope.
