💡 What: 비활성화된 네이티브 버튼에 툴팁을 붙이기 위해 사용되던 span role="button" 감싸기 패턴을 제거하고, 네이티브 <button>에 aria-disabled="true"와 onClick={(e) => e.preventDefault()}를 사용하는 패턴으로 변경했습니다.

🎯 Why: 기존 방식은 스크린 리더에게 중첩된 상호작용 요소를 제공하여 접근성을 저해하는 안티 패턴이었습니다. 올바른 ARIA 패턴으로 마이그레이션하여 스크린 리더 및 키보드 접근성을 모두 보장합니다.

♿ Accessibility:

• 잘못된 role="button" 중첩 제거
• aria-disabled="true" 및 시각적 비활성화 스타일(opacity-50, cursor-not-allowed) 보장
• title 툴팁이 네이티브 요소에서 올바르게 작동하도록 pointer-events-none 제거 및 클릭 차단(e.preventDefault()) 적용
