Problem

The first live org-queue-sweep run (dispatched right after #451 merged, run 29151014212) failed every organization repository with:

--project-flow is required

scripts/ci/pr_review_merge_scheduler.py requires --project-flow. The single-repository scan-pr-queue job derives and passes it, but the new org-queue-sweep loop added in #451 never did — so the scheduler rejected every invocation before inspecting a single PR.

The credential path and per-repo iteration in that run were fine (the sweep got past the mutation-credential guard and iterated all repos); the HTTP 403 Resource not accessible by integration lines were the non-fatal stale-queue-cancel fallback, not this failure.

Fix

Derive project_flow per target the same way the single-repository job does — main/mastergithub-flow, developgit-flow, else github-flow — and pass --project-flow in the sweep args. Add a contract-test assertion so the sweep can't regress to the missing-flag state.

Verification

  • python3 -m pytest -q tests/test_required_workflow_queue_contract.py28 passed
  • YAML parse OK.

Follow-up to #451 (self-caught by the sweep's own honest per-repo failure logging — which is exactly what the "every failure shows its reason" design is for).
