Generate collection documentation in build utility

Description:

• Enhance the Ansible collection build utility to generate README, changelog, license, and Galaxy metadata files.
• Add configurable author, license, installation server, documentation, and issue tracker metadata.
• Add unit tests covering generated documentation, metadata, and runtime requirements.

Rationale:

• Ensure generated collection artifacts are complete and ready for publication to Ansible Galaxy or Automation Hub.
• Provide accurate installation, support, licensing, and compatibility information.

Review Hints:

• Run pytest tests/unit/utils/test_ansible_roles_to_collection.py.
• Review utils/ansible_roles_to_collection.py together with the release process documentation changes.
• Verify that default Galaxy metadata remains unchanged and that Automation Hub options produce the expected collection metadata.
