Feature [GUI]: Add Edit and Restart/Refresh for all previous user messages

Reproduction steps

1. Open Command Code Desktop.
2. Open a conversation containing several user messages and assistant replies.
3. Locate an older user message, such as n-1, n-2, n-3, or earlier.
4. Open the message actions menu.
5. Observe that Edit, Restart, or Refresh is unavailable.
6. Repeat with an even older message in the same conversation.

Expected behavior

Every user message in a conversation should provide an Edit and Restart/Refresh action, including n-1, n-2, n-3, and all older messages.

After editing a message, the user should be able to save the edited prompt and restart/regenerate the conversation from that point. The feature should work directly in the current conversation and should not require creating a branch.

The newest message and all previous messages should support the same behavior.

Actual behavior

The Edit and Restart/Refresh actions are unavailable for previous user messages, including n-1 and older messages. The user cannot correct an earlier prompt and rerun the conversation from that point. Branching is available, but it does not provide the requested edit-and-restart workflow.
