Reviewed the CI follow-up: Linux fixtures now use the runner browser, packaged smoke still covers bundled Chromium, contact parsing strips markup, and Orca probe payloads no longer enter constructed code.

Second independent review complete. Hosted CI, CodeQL, Windows package smoke, browser workflow boundary, and release metadata are green.

This is intentionally one large product-cutover PR. CodeRabbit depth is skipped because it refuses PRs over 100 files, per the agreed landing plan. Hosted CI and required human review remain required.
The macOS release will be signed, notarized, stapled, and Gatekeeper-verified by the release workflow. Windows remains an unsigned CI artifact until the external SignPath Foundation approval is granted; this PR does not claim signed Windows distribution.
PR #205 is already merged. This finishes the cutover on the v0.15 release line.
