Fix @codecademy/prettier-config package metadata links

Summary

• fix the @codecademy/prettier-config package homepage to point at the package directory in this repository
• normalize the repository URL to the root git repository and add the package directory
• point bugs.url at the repository issue tracker

• node package metadata assertion for homepage, repository, and bugs.url
• npm pack --dry-run --ignore-scripts --json from packages/prettier-config

Hi @dreamwasp, thanks for taking a look.

This PR is intended to correct the npm metadata links for @codecademy/prettier-config: the current repository, bugs, and homepage values point to invalid/non-standard GitHub paths, while the change keeps runtime code, dependencies, exports, and version fields unchanged.

If you prefer a smaller scope, for example only adding repository.directory or using a different homepage target, I’m happy to adjust.
