chore(deps): update devdependency uuid to v11

Supersedes #1941. uuid v11 renamed its option types — V1Options/V4Options are now Version1Options/Version4Options; the uuid cast/decorator typings are adjusted accordingly. Runtime API (v1, v4) unchanged. Full suite + dts build green.
