The post-merge catalog audit caught a remaining parent-plan branch mismatch: accepted custody moved to docs/p63-soak-closeout while Plan0101 still named held recovery. Align the parent header and explicit plan_ref, and mark its old goal authority/initial state historical. Preserve the first published audit failure in the reconciliation receipts.
Validation: audit the committed candidate ref (not the old default-ref catalog), pointer and whitespace checks; required hosted gates; final published audit after merge. No runtime or acceptance expansion.
