Released v0.7.1 native service and actual cross-root exchanges pass, including denial before enrollment. Preserve their exact receipts alongside the failed 30-minute soak: the recipient read hit the clock guard, and qualification observers stopped early and calculated an invalid duration.
Record authoritative terminal reconciliation and a bounded same-ID read recovery packet with original expiry, guards, resource limits and 120-second deadline retained. The full soak and Plan0119 remain open.
Validation: native receipts/process readback; 30-second read-only clock sample; installed v0.7.1 hermetic read-recovery check; observer syntax checks; git diff --check. No new soak claimed.
Refs #181.
