Records public v0.7.0 release and ordinary user-scoped installation, unchanged enrolled roots/stock Codex, and actual installed downgrade/refusal/compatible actor readback. Preserves the failed native-service M1: its request and arm were admitted, but the worker exited runtime_unavailable with zero transport attempts because manager PATH excluded the Codex executable directory.
Validation: required release CI, exact annotated public tag and installed direct_url readback, public-tag smoke, immutable mailbox byte hashes across public 0.7→0.6→0.7 tool installs, and actual A's original reply/read receipt. Native unit terminal state and read-only journal proof are retained. No claim of live installed M1 or soak acceptance.
Refs #181. Plan0119; verification0120. The next source packet fixes the service environment as v0.7.1; multiroot/denial and 30-minute soak remain open.
