Preserves the installed offline-admission repair and the failed cancellation/FIFO qualification boundaries without claiming Plan0119 complete. The new user-authorized continuation adds bounded real cancellation, reconnect return and owned-worker restart cases, followed by the original release/multiroot/rollback/soak requirements.
Refs #181. Documentation only; diff hygiene passed. Source repair is already merged through PR211; historical live artifacts and manual cleanup remain separately attributable. No runtime guard, shared Codex daemon or existing mailbox checkpoint changes.
