freeshard loop: decouple test_none_profile_open_pr_routes_to_handoff from live repos.py #96

Minor (whole-branch review). tests/freeshard/test_loop.py::test_none_profile_open_pr_routes_to_handoff does not patch verify_profile; it relies on the real verify_profile("documentation") == "none". If _NO_TESTS is refactored the test silently becomes a different test. Patch clayde.freeshard.loop.verify_profile to decouple. Likely resolved with the ci_required follow-up.
