Prepare GreyJack 0.3.9 for manual publishing with Maturin. Default move selection now considers semantic-group size, and plain and incremental sampling share a canonical delta, fixing native panics and swap-edge score mismatches. Tabu selection and LSHADE donor selection are bounded; invalid move portfolios fail with actionable errors.
Changes to multiple planning variables on one entity now produce one complete candidate row. For example, a candidate changing both x and y no longer emits separate rows that reset the other field. Variable validation also rejects ranges that cannot be sampled safely.
Build and test CPython 3.10–3.14 wheels for Linux x86-64, Windows amd64, and Apple Silicon macOS. Validate standalone wheels and a source distribution rebuilt outside the checkout, collect hashes tied to the source commit, and keep PyPI uploading manual. Intel macOS is no longer a release target because current mandatory Numba/llvmlite packages do not provide its wheels. Updated dependency floors and lockfiles include fixes for the reported PyArrow, Protobuf, rand, and array-init-cursor issues.
