Pull request overview
Adds a centralized command reference for CSSTools version 1.2607.16.2249 while preserving existing release notes.
Changes:
- Documents exported functions, insights, remediations, and support scripts.
- Adds setup guidance and condensed PowerShell syntax.
- Reorganizes release-note headings.

I updated the README while preserving the release notes introduced through #338 and #339.
The README now includes a centralized overview of the exported functions, insight commands, remediations and support scripts. Users can review the PowerShell syntax from one page and open each linked reference for full details.
I also removed the conflict markers and verified every relative link. Thank you for the guidance.
