docs: clarify database paths for multilingual repositories
Git Bash's runtime rewrites an argument that looks like a POSIX path when it
starts a native program, so on Windows `impact '"/orders/{code}"'` reached
Python as "C:/Program Files/Git/orders/{code}" and found no literal or
decoration: the quoted-literal-text cases failed there for Java and Python
(2 of 1,885 checks in the nightly). Both bash entry points now set
MSYS2_ARG_CONV_EXCL to skip an argument that starts with a quote, which is
never a path; a repository path is still converted. The case joins the
Windows release gate.
