Persist collection pins per foreground application in local SQLite storage. Pins survive restart, remain independent from collection content, and are removed when a collection is deleted. Add coverage for append ordering and capacity checks used when saving clipboard text into collections.
Validation: workspace cargo check and rustfmt passed; six scoped native clipboard-store tests passed, including persistence, app isolation, tombstone cleanup, and atomic append capacity checks.
