For proper explanation, this PR achieves to add draggable taskbar icons.
The implementation, as of August 14, 2026 10:17 CDT, is a rough wrapper that allows for the movement of one icon in the opened process list.

Of course, this could be applied elsewhere like the pinned app list or maybe even the start menu with some tweaks.
Hopefully this PR can stand to show it is possible to have draggable items in a strip for ArcOS. Maybe it could even be modified to fit in to
dev-izk-generic-tabs?
